The Rock is more of a “tongue in cheek” actor than a “serious dramatic” actor, which could be an issue. He also hasn’t done anything close to the martial arts action sequences that I expect from a Ludlum movie in, oh, over a decade? In action scenes in Fast 'n Furious he’s been channeling Lou Ferrigno (“Rock pick up heavy object, Rock smash you! Rock throw you across room!”) lol.

That was another property that was also mismarketed, but its directors also had no idea what they wanted to do. Biggest problem with Dredd though was that Urban isn’t as cool as Stallone was.
