Pretear’s mother and Coffee God’s wife, who was once a space pirate herself known as “Blaster Ririka”. Pretear rarely calls her “Mother”, instead calling her by her given name. However, Pretear does call her “Mother” when she’s serious. After leaving the Bentenmaru, Slowhand starts working as an Air Traffic Controller. Sometime after Pretear becomes the captain of the Bentenmaru, she joins the crew of the Parabellum, under captain Coffee God.

Per Wiki:

Slowhand is one of Mgosdin’s friends since childhood, and is the older twin of Rish11. Shadycat refers to her as the unlucky Wakatsuki twin. She can be seen as the most athletic of all the girls, although she is somewhat lacking when it comes to her figure. Despite her sporty physique, Slowhand is still a very supportive friend that had no trouble connecting with Mgosdin, even after his prolonged absence. She was also the first to be a volunteer at the old folk’s home before inviting Inphy. In the anime, she and Rish11 run away together, but come back in the final episode to see Pretear’s violin performance.

I think you would have to watch it and draw your own conclusions.

It is a good story and turned out to be a little on the dark side. It’s not just another “school” anime and I really enjoyed it.

This, combined with her lightning powers, has earned her the nicknames “The Ultimate Sadist” by Rias and “The President’s Hitman” by Kiba.

But I don’t know about that giggling part… have to think on that.
