Well, I mean… they do technically refer to each doctor as separate characters almost, as in the 1st - 11th doctors.
Oh, and thanks to Slowhand, we now also have a couple of lists keeping track of who’s claimed who, and who’s been claimed by who. All on the first post of the thread!
