Just got an answer to this . It’s in a DVD case with a slipcover.
It’s New Dominion Tank Police Vol. 1 on a “Movie CD” - episodes 1 and 2 on 2 discs, in a big plastic case like some VHS tapes came in. I just tried it with the DVD Play program on this computer and it comes up Format Not Supported, so it needs a computer to play.
Seems like this series never made it to DVD? Maybe this is why, this is kind of a goofy format, it says it’s only for 16-bit Windows and won’t even install on this computer, although I can play the audio in Windows Media Player.
I did find an install on here that will work, but it wants me to reboot for it to work, so I’ll wait until I need to do that and try it then.

I think they came out at the end of widows 3.1’s life cycle and the start of Windows95. I am not sure if they will play right on anything newer at least stable. The company that made them went under before they could get past a Beta codec for Windows 98.
According to wiki it had more releases then I thought it did.
I do remember stores like EB Games , Babbages , and Software Etc. selling them back then. I remember they had a heck of a time getting rid of them and in the end I think the guy said they trashed a lot of them.
Of course as soon as I posted that I checked eBay to see a DVD issue going for less than I paid for this thing. Oh well. It’s strange in that the video and audio seem to be seperate files from one another. Readme has a 1996 date in it -

It’s because I haven’t bought anything yet since ADV switched and I basically was going to till I remembered Summer Wars. It was just something there to remind myself to grab that show someday. Being on this site it just makes me feel bad, it is like going onto Funimation’s page and saying, HEY I BOUGHT A LOT OF BANDAI ANIME BUT NONE OF YOURS. When people post here, it is normally with a post in the other thread but I never put stuff there, and feel bad about it.

Kimba Ultra set is awesome. It’s like the old Tylor ultra sets chipboard outer box with a chipboard inner box. Except instead of digipaks they are in 5 double disc slim cases and one thinpak. Hopefully the Astroboy sets go in the weeklys sooner then later. If not I’ll get them next Rightstuf studio sale.
Decided to order Coffee Samurai / Hoshizora Kiseki and Ghost Sweeper Mikami Collection 4 from the weeklys. Could have saved $4.20 with got anime if I waited for a studio sale ,but it’s probably not going to happen to June or July. Spirit of Wonder is the second set of OVA’s Bandai released here. Not had any luck getting a hold of the original for a reasonable price. I saw it years ago though.
