Greetings i am new to this website. so i dont know so much about this . i have dish network but i am not able find animenetwork on there vod. do i have to be Subscriber get it?
Dish does NOT have TAN free VOD. You should’ve gotten DirecTV.

However, you can sign up for the Anime Network’s Online Player. As a Premium subscriber, you would have access to AN’s http://www.theanimenetwork.com/Watch-Online/AZIndex at your fingertips any time.

That must have been an older link, Dish Network dropped the Anime Network at the end of January. That’s why there isn’t any schedule update after January.
If you notice on the http://www.theanimenetwork.com/Whats-On/Anime-Network-Video-on-Demand, Dish doesn’t show up anymore.
