If the Rules say, " When working on wiring that handles XXX number of Volts you must use Cherry Picker & Basket."

So, you have 3 feet high Cherry Picker & Basket.

Well, I’m not aware of any telephone wires that need enough volts to need a Cherry Picker, but it’s possible there are power wires in the area.

Also possible that they were doing something that needed the Picker before the picture was taken and it would have taken more time to get out the picker and set up a ladder instead.
